We had at least two people (two different students of mine) try to create it, so it seems there is a "need" for it (unless you think it should be a part of something larger?). According to Wikipedia, Yuzhong, despite being small (I think it's the red central part on the map here?) has ~600k people, it is larger than many smaller cities and town we cover, so it seems reasonable for it to have its own district IMHO.
